The ACT and NT only thing is for physical shops as far as I know?
I'm not looking to make porn, just re-sell it. Theres plenty of
warehouses in NSW/ACT that supply it, so I figure why can't I resell it?

Just buy license to them and download it over the internet and burn it to
CD/DVD and sell it.
but you are running up against the laws in the states , and federal law.
federal law will make it hard for you to sell on the internet or use
australia post.

So the law just talks generally about pornography? ... but an american
dvd title "cum guzzling bondage rape orgy" (say) would not get a second
glance because its all a "matter of definition".

It isnt. The short story is that stuff like DVDs get classified and that
determines who they can be sold to and what cant be sold to anyone.

Because there is a big variation between the legal
definition of pornography and what the general
public call pornography. Thus much of what you
may call pornography is not pornography under the law.
The main cause of this is that the definition of
pornography is a personal definition and different
for each person, thus the need for a fine legal
definition. Many people call photos of people
having sex pornography but nor photos of people
playing tennis nude, whilst others would say any
photo of a person nude is pornography, and some
would say a photo of a girl in a bikini is pornography.
Technically the shops operating legally do not
sell pornography, just adult photos.

If you are talking about the ordering and payment for porn DVD's on the
internet, then you have the trouble that you are
* publishing the material in the state where you ship it to.
* going to have lots of trouble with missing merchandise
* going to have trouble with people who order it and get it claim they never
got it which the credit card people
will believe because there is so much trouble with this type of merchandise
getting confiscated by cops/customs.
